Since 2002 healthcare across Afghanistan, provided free at the point of delivery, has been funded by the
international community, with the World Bank, USAID and the European Union each funding approximately one
third. Understandably, these institutions could not be expected to provide more than modest funds on a
continuing basis until the country could pay for its own health services from taxation. Equally understandably,
building healthcare services has been challenging, especially given the insecurity, poor health infrastructure and
the serious healthcare needs of much of the population.
